This photograph, shows the "Padiglione dei Pompieri e della Polizia urbana" (One of the most elegant buildings: the Fire Brigade and Urban Police Pavilion). The building presents a central structure rising a half-story above the two flanking wings and carrying the most elaborate roof ornament.

The roof is articulated by a shell decorative motif flanked by scrolled volutes, drawing on Baroque Revival ornament. Slender iron finials or lightning-rod masts punctuate the ridge at regular intervals, a detail that is both decorative and, fittingly, functionally appropriate for a fire brigade building.

The upper story is dominated by a run of tall, round-arched windows with multi-pane glazing, separated by pilasters with foliate capitals and graced by what looks like a wrought-iron balaustrade. Delicate garlands grace the large rectangular windows on the ground floor.

The photograph was likely taken at an early stage of the fairgrounds' landscaping, as the pavilion is still fronted by a wooden construction fence.
